Synopsis As Introduced
Amends the Juvenile Court Act of 1987. Permits persons or their staff charged by a unit of local government with the duty of investigating the conduct of law enforcement officers to inspect and copy law enforcement records maintained by law enforcement agencies that relate to a minor who has been arrested or taken into custody before his or her 17th birthday. Effective immediately.

House Committee Amendment No. 1
Provides that juvenile law enforcement records may be disclosed to an independent agency created by ordinance and charged by a unit of local government with the duty of investigating the conduct of law enforcement officers, when necessary for the discharge of its official duties in connection with a particular investigation of the conduct of a law enforcement officer. Provides that the agency may not disclose such records to the public.

Replaces the title and everything after the enacting clause. Amends the Correctional Budget and Impact Note Act. Requires the Department of Juvenile Justice, the Department of Human Services, the Department of Healthcare and Family Services, or the Illinois State Board of Education to prepare notes concerning a bill's impact. In all cases, requires the filing of a note. Requires the sponsor to file a statement identifying a preferred means of funding the costs to be incurred because of the legislation. Makes conforming and other changes.
