Synopsis As Introduced
Amends the Illinois Public Aid Code. Provides that medical services provided under the medical assistance program may include dental services provided by an individual licensed to practice dentistry or dental surgery and that "dental services" means diagnostic, preventive, or corrective procedures provided by or under the supervision of a dentist in the practice of his or her profession. Provides that dental services for persons who are participating in education, training, or employment programs operated by the Department of Human Services shall be provided by or under the supervision of a dentist (instead of providing that such dental services shall include but not be limited to prosthodontics).

Senate Committee Amendment No. 1
Replaces everything after the enacting clause. Amends the Illinois Public Aid Code. In connection with the medical assistance program, provides that the Department of Healthcare and Family Services shall adopt rules for payment of claims for reimbursement for covered dental services that allow a qualified provider of such services to designate an alternate payee. Provides that such an alternate payee may be a public health clinic or Federally Qualified Health Center where covered dental services are performed. Provides that if a qualified provider of dental services designates an alternate payee, the provider shall not be required to individually enroll as a participating vendor in the medical assistance program and the Department shall establish a process for making reimbursement payments to the alternate payee.

Replaces everything after the enacting clause. Amends the Illinois Public Aid Code. Provides that medical providers may, upon the request of an individual, accompany, represent, and assist the individual in applying for medical assistance under the Code. Further provides that if an individual is unable to request such assistance due to incapacity or mental incompetence and has no other representative willing or able to assist in the application process, a facility licensed under the Nursing Home Care Act or the MR/DD Community Care Act or certified under the Illinois Public Aid Code is authorized to assist the individual in applying for long-term care services. Effective immediately.
