Synopsis As Introduced
Creates the Illinois Energy Efficiency and Conservation Block Grant Act. Provides that the Green Governments Coordinating Council shall be the State governmental body responsible for applying for and distributing any and all energy efficiency and conservation grant money pursuant to the federal Energy Independence and Security Act of 2007. Sets forth the duties of the Green Governments Coordinating Council with respect to those grant moneys. Effective immediately.

Deletes everything after the enacting clause. Amends the Green Governments Illinois Act. Provides that the Council shall participate in the proposal review subgrant award processes conducted by the Department of Commerce and Economic Opportunity to distribute the portion of funds eligible for State government use under the federal Energy Independence and Security Act of 2007. Provides that a designee of the Governor shall also participate in these processes and that no subgrant may be awarded unless the Governor’s designee first approves that subgrant. Changes the dates by which the Council must have completed various duties. Makes other technical changes.
