Synopsis As Introduced
Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Department of Public Health shall issue an annual Freestanding Emergency Center (FEC) license to any facility that has received a permit from the Illinois Health Facilities Planning Board by June 30, 2009 to establish a Freestanding Emergency Center and meets certain other requirements (instead of providing that until June 30, 2009, the Department shall issue an annual license to a facility that meets those other requirements). Effective immediately.

House Floor Amendment No. 1
Provides for issuance of an annual FEC license to any facility that has received a permit from the Illinois Health Facilities Planning Board (IHFPB) to establish a Freestanding Emergency Center if the application for the permit has been deemed complete by the Department of Public Health by March 1, 2009 (instead of any facility that has received a permit from the IHFPB by June 30, 2009).

Senate Committee Amendment No. 1
In the list of requirements that must be met for licensure as a Freestanding Emergency Center, deletes a requirement that a facility maintain helicopter landing capabilities approved by appropriate State and federal authorities.
