Synopsis As Introduced
Creates the FY2009 Budget Implementation Act. Provides that the purpose of the Act is to make the changes in State programs that are necessary to implement the FY2009 budget. Effective immediately.

Replaces everything after the enacting clause. Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that the Governor shall submit a State budget by the second Wednesday in March in 2010 (March 10, 2010) instead of by the third Wednesday in February. Requires the Governor to file a report with the General Assembly concerning revenues, expenditures, and liabilities by February 24, 2010. Allows members of the General Assembly to make budget recommendations to the Governor between February 24 and March 10, 2010, and requires the Governor to promptly post those recommendations on the Internet. Effective immediately.

Senate Floor Amendment No. 3
Provides that members of the public, as well as members of the General Assembly, may make written budget recommendations to the Governor between February 24, 2010 and March 10, 2010.
