Deletes everything after the enacting clause. Amends the Election Code. Makes the number of signatures required on the nominating petition of an independent candidate for an office elected pursuant to the Illinois Municipal Code at least equal to 5% of the number of persons who voted in the most recent consolidated election in the municipality or municipal subdivision (now, equal to at least 5% but not more than 8% (or 50 more than the minimum, whichever is greater) of that group of voters).
