Synopsis As Introduced
Creates the Local Government Construction Contract Bidders Act. Requires bidders on construction contracts with units of local government and school districts to comply with applicable laws, comply with applicable provisions of the Prevailing Wage Act, comply with federal equal employment opportunities laws, have a valid FEIN or SSN, have valid insurance certificates, and participate in apprenticeship and training programs. Imposes monetary penalties for violation.

House Committee Amendment No. 1
Requires a bidder to have a valid certificate of insurance showing professional liability coverage that applies only to design professionals. Provides that a responsible bidder must have in a place a substance abuse testing program unless such a program is specifically addressed under a collective bargaining agreement. Specifies that the substance abuse testing program must be in place no later than 90 days before the solicitation for bids.
