Synopsis As Introduced
Amends the Carnival and Amusement Rides Safety Act. Provides that a non-profit religious, educational, or charitable institution or association holding a carnival or fair may use the services of a volunteer attendant at an inflatable amusement attraction and such a volunteer attendant is not subject to any of the requirements of the Act or rules adopted under the Act pertaining to carnival workers. Effective immediately.

House Committee Amendment No. 1
Deletes reference to:

Changes the definition of the term "carnival worker" to exclude a volunteer (rather than a volunteer attendant) at an inflatable amusement attraction at a carnival or fair held by a non-profit religious, educational, or charitable institution or association. Deletes language providing that a non-profit religious, educational, or charitable institution or association holding a carnival or fair may use the services of a volunteer attendant at an inflatable amusement attraction and such a volunteer attendant is not subject to any of the requirements of the Act or rules adopted under the Act pertaining to carnival workers.

Deletes everything after the enacting clause. Amends the Environmental Protection Act. Excludes the portion of a site or facility used to perform limited testing of gasification conversion technology from regulation as a pollution control facility. Provides for the issuance of gasification conversion technology demonstration permits if certain requirements are met. Effective immediately.

Senate Floor Amendment No. 2
Provides that the permit application must be submitted to the Agency "prior to one year from" the effective date of the Act (rather than at least one year before the effective date of the Act).
