Synopsis As Introduced
Amends the Illinois Public Aid Code. Creates the Cross-Agency Medicaid Recoupment Commission, composed of representatives from the departments of Healthcare and Family Services, Human Services, and Children and Family Services and the State Board of Education and representatives of vendors of goods or services to individuals or families who are (i) eligible for medical assistance under the Code or (ii) eligible for other benefits under any other program administered by those agencies. Provides that the Commission shall study ways for the 4 agencies to coordinate their activities and programs to maximize the amount of federal Medicaid matching funds paid to the State for goods and services provided to individuals and families under programs administered by those 4 agencies. Requires the Commission to report its findings and recommendations to the General Assembly by January 1, 2010. Effective immediately.

Senate Committee Amendment No. 1
Replaces everything after the enacting clause with substantially similar provisions amending the Illinois Public Aid Code, but with changes that include the following: (1) creates the Cross-Agency Medicaid Commission (instead of the Cross-Agency Medicaid Recoupment Commission); (2) provides that the purpose of the Commission is to maximize the amount of federal Medicaid matching funds paid to the State for goods and services provided to children and their families (instead of individuals and families); (3) requires that Commission members other than representatives of State agencies be appointed by July 1, 2009; (4) adds provisions concerning Commission meetings; (5) provides for Department of Human Services staff support to the Commission; and (6) provides that the Commission may release findings and recommendations at any time but at a minimum must issue preliminary findings and recommendations to the General Assembly by July 1, 2010 and must issue its final findings and recommendations to the General Assembly by December 31, 2011 (instead of January 1, 2010). Repeals these provisions on January 1, 2012. Effective immediately.

Recommends changing from July 1, 2009 to January 1, 2010 the deadline for appointment of Cross-Agency Medicaid Commission members other than representatives of State agencies.
