Synopsis As Introduced
Amends the Higher Education Student Assistance Act. With respect to Illinois Veteran grants and Illinois National Guard and Naval Militia grants, provides that a person who otherwise qualifies for a grant may relinquish his or her entitlement to the grant and instead transfer that entitlement to his or her spouse, natural child, legally adopted child, or step-child. Effective July 1, 2009.

House Floor Amendment No. 1
With respect to the Illinois Veteran Grant program, provides that the veteran must have elected not to utilize the Illinois Veteran Grant program or any federal program that provides tuition payments or assistance to veterans in order to transfer his or her entitlement to a veterans grant.

House Floor Amendment No. 2
Makes a technical correction.

Replaces everything after the enacting clause. Amends the School Code. Creates the Instructional Mandates Task Force. Specifies the membership of the Task Force. Provides that the Task Force shall explore and examine all instructional mandates governing the public schools of the State that currently exist and shall make recommendations concerning, but not limited to, the propriety of all existing mandates, the imposition of future mandates, and waivers of instructional mandates. Provides that the Task Force shall ensure that its recommendations include specifics as to the necessary funding to carry out identified responsibilities. Provides that the Task Force may begin to conduct business upon the appointment of a majority of the voting members. Provides that the State Board of Education shall be responsible for providing staff and administrative support to the Task Force. Contains provisions concerning reimbursement for members. Provides that the Task Force shall submit a final report of its findings and recommendations to the Governor and the General Assembly on or before July 1, 2011 and that the Task Force may submit other reports as it deems appropriate. Provides that the Task Force is abolished on July 1, 2011 and provisions concerning the task force are repealed on July 1, 2012. Beginning on the effective date of the amendatory Act and until one year after the Task Force submits a final report, provides that there shall be a moratorium on the passage of instructional mandates for public schools. Effective immediately.
