Synopsis As Introduced
Amends the Election Code. Beginning July 1, 2010, requires that (i) each political committee required to file campaign finance reports electronically must be capable of electronically receiving information from the State Board of Elections and (ii) the State Board of Elections, when transmitting information to such a committee, must do so electronically. Effective immediately.

Deletes everything after the enacting clause. Amends the Election Code. With respect to campaign finance reports, requires that the State Board of Elections: (i) make filed reports and statements available for public inspection and copying within 2 business days after their receipt and permit copying of them at the requester's expense; (ii) develop a filing, coding, and cross-indexing system consistent with the purposes of the campaign finance provisions; (iii) compile and maintain a list of all statements and parts of statements pertaining to each candidate; (iv) prepare and publish reports the Board deems appropriate; and (v) annually notify political committees of filing deadlines. Makes other changes with respect to the Board's publication and notification duties. Effective January 1, 2011.

 Fiscal Note (State Board of Elections)
 HB 4821 would actually save the State of Illinois money. As background, more than 500 committees accept electronic notification right now. However, over 2,000 committees file electronically and would qualify under this legislation. HB 4821 could generate potential savings in postage and mail processing areas. In addition, under Public Act 96-832, the campaign finance package passed in 2009, the number of reports will double to four per year; thereby doubling the amount of mail that must be sent.

 HB 4821 would neither increase nor decrease the number of judges needed in the State.
