Synopsis As Introduced
Amends the Election Code. Requires election authorities to conduct grace period registration, grace period voting, and early voting on public university, college, and community college campuses within their jurisdictions. Effective immediately.

House Committee Amendment No. 1
Deletes everything after the enacting clause. Amends the Election Code. Requires election authorities to conduct grace period registration, grace period voting, and early voting at a central location on the main campus of each public university in the State. Requires that the universities cooperate and provide the necessary space. Effective immediately.

 Fiscal Note, House Committee Amendment No. 1 (State Board of Elections)
 HB 4872 (H-AM 1) would have no fiscal impact on the operations of the State Board of Elections. However, it would have a staffing and fiscal impact on the local election authorities.

 Fiscal Note, House Committee Amendment No. 1 (Illinois Board of Higher Education)
 The Board of Higher Education (IBHE) contacted all nine public universities to gather cost estimates of HB 4872 (H-AM 1). IBHE received a response from three public universities. Six public universities did not respond. Of those responding, two institutions indicated no cost associated with providing the necessary space. The third institution reported the total cost (or lost rental revenue) for providing a dedicated space for one month to be approximately $5,600.
