Synopsis As Introduced
Amends the Public Utilities Act. Provides that within 90 days after the effective date of the amendatory Act, the Illinois Commerce Commission shall direct the Office of Retail Market Development to update the consumer education materials for residential consumers and small business consumers. Provides that the Commission may form another working group to prepare and review the consumer education materials prior to adoption by the Commission. Effective immediately.

House Committee Amendment No. 1
Provides that not more than 90 days after the effective date of the amendatory Act, the Illinois Commerce Commission shall direct the Office of Retail Market Development to review the existing consumer education materials for residential and small commercial customers and consider whether updates to those materials are necessary. Provides that the Office of Retail Market Development shall seek input from all interested persons to further its review of the consumer education materials and possible proposed changes. Provides that within 4 months after the start of the review, the Office of Retail Market Development shall submit recommendations to the Commission for approval. Provides that if the Commission approves to prepare, print, and distribute additional consumer education materials, then a request shall be made subject to specified appropriations. Provides that each year the General Assembly shall appropriate money to the Commission from the Public Utility Fund (rather than the General Revenue Fund) for specified expenses of the Commission.
