Synopsis As Introduced
Amends provisions of the Illinois Marriage and Dissolution of Marriage Act requiring that county clerks provide a pamphlet describing the causes and effects of fetal alcohol syndrome with each marriage license. Provides that at least annually, the county board shall cause to be made an audit of the county clerk's compliance with the pamphlet requirement. Provides that the county board shall cause each audit to be filed with the Illinois Department of Public Health.

House Committee Amendment No. 1
Further amends the Illinois Marriage and Dissolution of Marriage Act. Provides that the National Organization on Fetal Alcohol Syndrome Illinois Chapter, in conjunction with Trinity Services, Inc., will provide all funding and production costs for the aforementioned educational pamphlets for distribution to each county clerk.

House Floor Amendment No. 2
Further amends the Illinois Marriage and Dissolution of Marriage Act. Provides that all funding and production costs for the Fetal Alcohol Syndrome educational pamphlets for distribution to each county clerk shall be provided by non-profit, non-sectarian statewide programs that provide education, advocacy, support, and prevention services pertaining to Fetal Alcohol Syndrome (instead of by the National Organization on Fetal Alcohol Syndrome Illinois Chapter, in conjunction with Trinity Services, Inc.).

Senate Committee Amendment No. 1
Further amends the Illinois Marriage and Dissolution of Marriage Act. Provides that at least annually, the county board shall submit to the Illinois Department of Public Health a report as to the county clerk's compliance with the requirement that the county clerk provide a fetal alcohol pamphlet with each marriage license (instead of the county board shall cause to be made an audit of the county clerk's compliance with the requirement that the clerk provide a fetal alcohol pamphlet with each marriage license and shall file each audit with the Illinois Department of Public Health).
