HB 6115 would only have a minimal fiscal impact on the Illinois EPA as the Agency would implement the bill with its existing resources. Moreover, the 15 year phase-out set forth in the bill reflects the estimated life of a perc drycleaning machine, so that phasing out the perc machines over this period of time will allow for minimal impact to affected drycleaners. The grant program created by this bill would be administered by the Drycleaner Environmental Response Trust Fund Council. |
