Synopsis As Introduced
Amends the Eminent Domain Act. Provides that quick-take proceedings may be used for a period of 5 years after January 1, 2009 by the City of Country Club Hills for the acquisition of land in the I-57/I-80 Tax Increment Financing District for the purpose of building streets, roadways, or other public infrastructure. Effective immediately.

Senate Floor Amendment No. 2
Replaces everything after the enacting clause with substantially similar provisions that provide that quick-take proceedings may be used for a period of one year after June 1, 2009 by the City of Country Club Hills for the acquisition of land for the purpose of building streets, roadways, or other public improvements to serve the City's I-57/I-80 Tax Increment Financing District. Effective immediately.

Replaces everything after the enacting clause. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Increases the amount that must be deposited into the McCormick Place Expansion Project Fund from State use and occupation tax proceeds. Provides that those moneys shall be deposited into the Fund in each fiscal year during which the Authority has bonds outstanding, but not after fiscal year 2060 (instead of fiscal year 2042). Amends the State Finance Act. Provides that the amount that may be deposited into the McCormick Place Expansion Fund from State use and occupation tax proceeds may not exceed certain specified amounts. Amends the Metropolitan Pier and Exposition Authority Act. Provides for a Trustee with the powers of the Board and chief operating officer for 18 months. Provides for a new interim board with veto power over the Trustee. Thereafter, provides for a new Board. Authorizes a marketing agreement. Authorizes the sale of naming rights. Establishes exhibitor rights and work rule reforms. Requires ethical conduct. Makes changes concerning the maturity date of bonds or notes issued by the Authority. Makes other changes. Effective immediately.

House Floor Amendment No. 4
Further amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that specified reimbursements to the Metropolitan Pier and Exposition Authority shall not exceed $15,000,000 (instead of $20,000,000). Provides that the Department of Commerce and Economic Opportunity shall make an annual incentive grant of $5,000,000 to the Village of Rosemont, to be used by the Village for the Donald E. Stephens Convention Center to retain and attract conventions, meetings, or trade shows with registered attendance in excess of 5,000 individuals that otherwise would not have used the facilities. Makes changes concerning the use of debt authorization, procurement, and professional contracts.

Governor Amendatory Veto Message
Proposes to further amend the Metropolitan Pier and Exposition Authority Act. Provides that the Governor, with the advice and consent of the Senate, shall appoint the Trustee of the Metropolitan Pier and Exposition Authority, who shall assume all duties and powers of the Board and the chief executive officer. Sets forth the procedure for removing the Trustee and for filling a vacancy in the office of Trustee. Deletes increases in the tax rate for specified airport and departure taxes. Provides that it shall be the duty of the Trustee to enter into an agreement with a contractor or private manger to operate the buildings of the Authority, provided that the agreement is procured using a request for proposal process in accordance with the Illinois Procurement Code (instead of in a manner substantially similar to the Procurement Code).
