Synopsis As Introduced
Amends the Election Code. Provides that when an early voting polling place is located in a building owned or leased by a unit of local government, the unit of local government may apply the campaign free zone to the entire property on which the building is situated (now, applies within 100 feet from the polling place). Effective immediately.

Deletes everything after the enacting clause. Amends the Election Code. With respect to campaign free zones, (i) removes the authority of a church or private school to designate its entire property where a polling place is located as a campaign free zone and (ii) during early voting, removes the electioneering prohibition and applies the Code's other campaign free zone provisions, except that temporary signs in any portion of the entire property where a polling place is located are prohibited. Preempts home rule. Effective immediately.

Senate Floor Amendment No. 4
Deletes everything after the enacting clause. Reinserts the provisions of Senate Amendment No. 1 with the following changes: Prohibits the placement of temporary signs on polling place property beyond the campaign free zone (in Senate Amendment No. 1, prohibited only with respect to early voting polling places). Changes the home rule preemption with respect to early voting polling places from concurrent to exclusive. Corrects an erroneous Section cross-reference. Effective immediately.

Senate Floor Amendment No. 5
With respect to Senate Amendment No. 4, strikes non-conforming references to portions of church or private school property beyond the campaign free zone. Provides that nothing prohibits the placement of temporary signs in a private dwelling in a public or private building containing a polling room. Provides that nothing prohibits the placement of temporary signs on windows or doors of a private dwelling in a public or private building containing a polling room if the dwelling and polling room are on different floors or, if not on different floors, the private dwelling is at least 100 horizontal feet from each entrance to the polling room.

Makes the number of signatures required on the nominating petition of an independent candidate for an office elected pursuant to the Illinois Municipal Code at least equal to 5% of the number of persons who voted in the most recent consolidated election in the municipality or municipal subdivision (now, equal to at least 5% but not more than 8% (or 50 more than the minimum, whichever is greater) of that group of voters).

Deletes everything after the enacting clause. Amends the Election Code.
