Synopsis As Introduced
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning municipal cigarette taxes.

Deletes everything after the enacting clause. Amends the Counties Code, the Township Code, and the Illinois Municipal Code. Requires counties, townships, and municipalities to publish in a newspaper of general circulation and post on their respective Internet website specified information pertaining to the Americans with Disabilities Act coordinator for any public entity within the boundaries of the respective unit of local government. Requires counties, townships, and municipalities to publish in a newspaper of general circulation and post on their respective Internet website information pertaining to the grievance procedures adopted by a public entity to resolve complaints alleging a violation of Title II of the Americans with Disabilities Act. Limits home rule powers. Amends the State Mandates Act to provide for implementation without reimbursement.

Senate Floor Amendment No. 2
Further amends the Counties Code, the Township Code, and the Illinois Municipal Code. Deletes provisions requiring counties, townships, and municipalities to publish in a newspaper of general circulation specified information pertaining to the Americans with Disabilities Act coordinator for any public entity within the boundaries of the respective unit of local government. Provides that, if a county, township, or municipality does not maintain a website, then the county, township, or municipality must publish in either a newspaper of general circulation or a newsletter specified information. Makes other changes.

House Floor Amendment No. 1
Deletes everything after the enacting clause. Reinserts the engrossed bill with changes. Requires counties, townships, and municipalities to post or publish specified information pertaining to the Americans with Disabilities Act coordinator employed by the respective unit of local government (instead of posting or publishing the Americans with Disabilities Act coordinator information for any public entity within the boundaries of the respective unit of local government). Requires counties, townships, and municipalities to post or publish specified information pertaining to the grievance procedures adopted by the respective unit of local government to resolve complaints alleging a violation of Title II of the Americans with Disabilities Act (instead of posting or publishing the grievance procedures adopted by any public entity within the boundaries of the respective unit of local government). Provides that a county, township, or municipality that does not maintain a website must publish in a newspaper or a newsletter specified information at least once "every other year" (instead of once each year). Makes technical changes.
