New Act

Synopsis As Introduced
Creates the Community Health Center Construction Act. Provides that the Capital Development Board, in consultation with the Department of Public Health, shall establish the Community Health Center Construction Grant Program and may make grants to eligible community providers subject to appropriations. Provides that the grants shall be for the purpose of constructing or renovating new community health center sites, renovating existing community health center sites, and purchasing equipment to provide primary health care services to certain populations or areas. Contains provisions concerning grants, eligibility for grants, use of grant moneys, and reporting. Effective immediately.

House Committee Amendment No. 1
Replaces everything after the enacting clause. Creates the Community Expanded Mental Health Services Act. Provides for initiation of a question of creating an Expanded Mental Health Services Program to provide mental health services within a contiguous territory included entirely within a municipality with more than 1,000,000 inhabitants and increasing real estate property taxes. Requires the Chicago Board of Elections to place the question of an Expanded Mental Health Services Program on the February 22, 2011 ballot to ensure this matter is presented to voters on the February 22, 2011 election ballot as a binding referendum in the North River area. Provides that if the voters of the territory approve of the creation of an Expanded Mental Health Services Program, a Governing Commission shall be appointed with specified duties. Provides for: creation of and expenditures from an expanded mental health services fund; termination of a Program; immunity and indemnification; legal actions; penalties; home rule; and other matters. Effective immediately.

House Committee Amendment No. 2
Replaces everything after the enacting clause and reinserts similar provisions creating the Community Expanded Mental Health Services Act with the following changes: Removes language requiring the Chicago Board of Elections to place the question of an Expanded Mental Health Services Program on the February 22, 2011 ballot to ensure this matter is presented to voters on the February 22, 2011 election ballot as a binding referendum in the North River area. Removes a provision requiring the Act to take effect immediately. Makes technical changes.
