Synopsis As Introduced
Creates the Public Interest Attorney Assistance Act to encourage qualified individuals to enter into and continue in employment in this State as assistant State's Attorneys, assistant Public Defenders, civil legal aid attorneys, assistant Attorneys General, and assistant public guardians. Provides that the Illinois Student Assistance Commission shall establish and administer the Public Interest Attorney Loan Repayment Assistance Program for the primary purpose of providing loan repayment assistance to practicing attorneys to encourage them to pursue careers as public interest attorneys. Provides for the distribution of funds, in the form of a forgivable loan. Sets forth provisions concerning the creation of an advisory committee, the application process, eligibility requirements, the maximum amount of assistance, and prioritization. Imposes conditions on any rulemaking authority. Amends the State Finance Act to create the Public Interest Attorney Loan Repayment Assistance Fund.

Senate Floor Amendment No. 1
Makes changes concerning the legislative findings and the purposes of the Act. Provides that "public interest attorney" includes an Illinois Guardianship and Advocacy Commission attorney and a legislative attorney. Provides that "qualifying employer" includes the Illinois Guardianship and Advocacy Commission, the Illinois Senate, the Illinois House of Representatives, and the Illinois Legislative Reference Bureau. Removes the person from the Illinois Coalition for Equal Justice from the advisory committee.

House Committee Amendment No. 1
Provides that the advisory committee the Illinois Student Assistance Commission is required to create shall include a person from an Illinois metropolitan bar association (instead of the Chicago Bar Association) and a person from an Illinois statewide bar association (instead of the Illinois State Bar Association).

House Committee Amendment No. 2
Removes the provision concerning rulemaking conditions.
