Synopsis As Introduced
Amends the Public Community College Act. Provides that electronic bid submissions shall be considered a sealed document for competitive bid requests if they are received at the designated office by the time and date set for receipt for bids. Requires electronic bid submissions to be authorized by specific language in the bid documents in order to be considered and to be opened in accordance with electronic security measures in effect at the community college at the time of opening. Provides that unless the electronic submission procedures provide for a secure receipt, the vendor assumes the risk of premature disclosure due to submission in an unsealed form. Effective immediately.

Deletes everything after the enacting clause. Creates the Interstate Compact on Educational Opportunity for Military Children Law. Authorizes and directs the Governor to enter into a compact on behalf of the State with any of the United States legally joining therein. Provides that the purpose of the compact is remove barriers to educational success imposed on children of military families because of frequent moves and deployment of their parents by (i) facilitating the timely enrollment of children and ensuring that they are not placed at a disadvantage due to difficulty in the transfer of education records from the previous school district or variations in entrance or age requirements; (ii) facilitating the student placement process through which children are not disadvantaged by variations in attendance requirements, scheduling, sequencing, grading, course content, or assessment; (iii) facilitating the qualification and eligibility for enrollment, educational programs, and participation in extracurricular academic, athletic, and social activities; (iv) facilitating the on-time graduation of children; (v) providing for the uniform collection and sharing of information between and among member states, schools, and military families; and (vi) promoting flexibility and cooperation between the educational system, parents, and the student in order to achieve educational success for the student. Contains provisions concerning applicability; educational records and enrollment; placement and attendance; eligibility; graduation; state coordination; the Interstate Commission on Educational Opportunity for Military Children; oversight, enforcement, and dispute resolution; financing of the Commission; member states, the effective date, and amendments; withdrawal and dissolution; severability and construction; and the binding effect of the compact and other laws. Effective immediately.
