Amends the Illinois Administrative Procedure Act. Makes a technical change in a Section concerning the Joint Committee on Administrative Rules.

Deletes everything after the enacting clause. Creates the Jobs for Guns Act. Authorizes the Department of State Police, subject to appropriation, to make grants to State and local governmental entities and non-profit entities to conduct voluntary gun buy back programs. Permits program participants to provide their names and contact information, which will then be furnished as potential employees to entities that receive infrastructure construction funds under a specified State program or the federal economic stimulus program. Provides for the transfer of $1,000,000 from the General Revenue Fund into the Jobs for Guns Fund. Contains other provisions. Amends the State Finance Act to create the necessary special fund. Effective immediately.

Replaces everything after the enacting clause. Creates the Video Gaming Act. Provides that licensed retail establishments where alcoholic liquor is served for consumption, licensed fraternal establishments, and licensed veterans establishments and licensed truck stop establishments may conduct video gaming. Provides that the Illinois Gaming Board shall be responsible for administration and enforcement of laws relating to video gaming terminals. Amends the Riverboat Gambling Act to provide that the Illinois Gaming Board shall be responsible for administration and enforcement of the Video Gaming Act. Amends the Gambling Article of the Criminal Code of 1961 to make corresponding changes. Amends the State Finance Act to create the Local Government Video Gaming Distributive Fund as a special fund in the State treasury. Effective immediately.

Replaces everything after the enacting clause. Amends the use tax and occupation tax Acts if and only if House Bill 255 becomes law. Provides that the increase in taxes on candy, certain beverages, and grooming and hygiene products from the 1% rate to the 6.25% rate begins September 1, 2009 (rather than August 1, 2009) and makes related changes. Amends the Video Gaming Act if and only if House Bill 255 becomes law. Makes changes concerning residency requirements and location restrictions. Removes language allowing the Illinois Gaming Board to authorize a licensed establishment, licensed truck stop establishment, licensed veterans establishment, or licensed fraternal establishment to operate more that 5 video gaming terminals on its premises. Provides a criminal penalty and for termination of a license for certain violations of the Act. Creates a terminal handler license. Provides that the provisions of the Illinois Antitrust Act are fully and equally applicable to the activities of any licensee under the Act. Adds a provision concerning the authority of the Illinois Gaming Board. Provides for the adoption of emergency rules. Adds a severability clause. Makes other changes. Amends the Liquor Control Act of 1934 if and only if House Bill 255 becomes law. Increases from $0.185 per gallon to $0.231 per gallon the tax imposed for cider containing not less than 0.5% alcohol by volume nor more than 7% alcohol by volume. Provides that the increase on the tax imposed for alcoholic liquor begins on September 1, 2009 (rather than August 1, 2009). Provides for deposits into the General Revenue Fund. Amends the Illinois Vehicle Code if and only if House Bill 255 becomes law. Provides that the additional fees imposed by House Bill 255 become effective 90 days after becoming law. Effective immediately.
