Amends the Election Code. Makes a technical change in a Section concerning the short title.

Deletes everything after the enacting clause. Amends the Election Code, the General Assembly Compensation Act, and the Legislative Commission Reorganization Act of 1984. Changes the general primary election from the first Tuesday in February of even-numbered years to the third Tuesday in March of even-numbered years. Makes conforming changes with respect to printing and mailing of legislators' newsletters and brochures. Requires that declarations of judicial retention be filed not less than 6 months before the general election (now, by the first Monday in December of the year before the general election).
