Amends the Deposit of State Moneys Act. Makes a technical change in a Section concerning interest on deposits.

Senate Floor Amendment No. 2

Replaces everything after the enacting clause. Amends the Illinois Procurement Code. Requires each chief procurement officer to submit a report by August 1 each year to the General Assembly detailing each contract the officer sought under the sole source method of procurement, including the justification given for use of that method. Provides that if a chief procurement officer proposes to extend or renew a contract entered into under the Code by the State and the total value of the contract for the initial term and all proposed extended or renewed terms would exceed $249,999, then the chief procurement officer must first file the proposed extension or renewal with the Procurement Policy Board. If the Procurement Policy Board does not object to the proposed extension or renewal within 30 calendar days after filing, then the extension or renewal may be entered into. This requirement does not apply to any emergency procurement, any procurement under Article 40 (leases), or any procurement otherwise exempted by the Code. Also exempts contracts paid for in whole or part by federal-aid funds, grants, or loans if necessary to remain eligible for the federal aid. By August 1 each year, requires the Procurement Policy Board to file a report with the General Assembly identifying the proposed extensions or renewals that were filed with the Board during the previous fiscal year and specifying which of those to which the Board objected. Effective immediately.

House Committee Amendment No. 1
Replaces language concerning extension and renewal of contracts. Provides instead that the chief procurement officer shall file a proposed extension or renewal of a contract with the Procurement Policy Board prior to entering into extension or renewal if the total value of the initial terms and all proposed extended or renewed terms of the contract exceeds $249,999. The Procurement Policy Board may object to the proposed extension or renewal within 30 calendar days and require a hearing before the Board prior to entering into the extension or renewal. If the Procurement Policy Board does not object within 30 calendar days, the chief procurement office may enter into the extension or renewal of a contract. Exempts any emergency procurement, any procurement under Article 40 of the Code concerning real estate or capital improvement leases, or any procurement otherwise exempted under the Code. Exempts any State agency contract paid for in whole or in part with federal-aid funds, grants, or loans if these provisions would result in the loss of those federal-aid funds, grants, or loans. By August 1 each year, requires the Procurement Policy Board to file a report with the General Assembly identifying for the previous fiscal year (i) the proposed extensions or renewals that were filed with the Board and whether the Board objected and (ii) the contracts exempt from these provisions.
