Replaces everything after the enacting clause. Amends the Uncollected State Claims Act and the Illinois State Collection Act of 1986 to allow sale, deferral, or compromise of uncollectible and past due State debts. Amends the Tax Delinquency Amnesty Act. Provides for an amnesty period beginning October 1, 2010 and ending November 15, 2010. Provides that interest and penalties for taxes due after June 30, 2002 and prior to July 1, 2010 shall be abated and not collected if those taxes are paid during the amnesty period. Provides that money collected during the amnesty period shall be deposited one-half into the Common School Fund and one-half into the General Revenue Fund. Amends the Uniform Penalty and Interest Act to provide that, if a taxpayer is eligible for amnesty and the taxpayer fails to satisfy his or her tax liability during the amnesty period, then penalties and interest shall be imposed in an amount that is 200% of the penalty and interest amount that would otherwise be imposed. Effective immediately.

House Floor Amendment No. 3
Replaces everything after the enacting clause. Provides that the amnesty period shall be for tax liabilities for the taxable period ending after June 30, 2002 and prior to July 1, 2009 (rather than prior to July 1, 2010). In the Tax Delinquency Amnesty Act, provides that participation in an amnesty program shall not preclude a taxpayer from claiming a refund for an overpayment of tax on an issue unrelated to the issues for which the taxpayer claimed amnesty or for an overpayment of tax by taxpayers estimating a non-final liability for the amnesty program pursuant to a specific Section of the Illinois Income Tax Act. Makes other changes. Effective immediately.

House Floor Amendment No. 6
Provides that the Department of Revenue (instead of the State Comptroller) may sell uncollectible debts to private vendors and approve the compromise of debts by State agencies. Authorizes State agencies to certify certain debts for sale to outside vendors. Requires the State Comptroller to provide the Department of Revenue with the information that the Department requests for the purpose of administering the sale of debts to private vendors. Provides that the amnesty period shall be for a period beginning October 1, 2010 and ending November 8, 2010 (rather than for a period beginning October 1, 2010 and ending November 15, 2010). Makes a technical change to remove a reference to a provision that is no longer in the amendment.
