Amends the Children and Family Services Act. Makes a technical change in a Section concerning low-interest loans for child care facilities.

Deletes everything after the enacting clause. Amends the State Police Act. Provides that, notwithstanding any State Police Merit Board rule, all persons who have been honorably discharged and who have been awarded an Afghan or Iraqi campaign medal by the military or naval services of the United States are deemed to have met the collegiate educational requirements for appointment as a State Police Officer. Effective immediately.

Replaces everything after the enacting clause. Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois. Provides that the Department of Employment Security shall establish a re-entry services program to assist persons wrongfully imprisoned in obtaining job placement for up to 5 years after release from prison, or if the person wrongfully imprisoned was released from prison before the effective date of the amendatory Act, for up to 5 years after the person informs the Department that he or she seeks the assistance provided for under this provision. Amends the Department of Healthcare and Family Services Law of the Civil Administrative Code of Illinois. Provides that the Department of Healthcare and Family Services shall establish a post-traumatic re-entry services program to assist persons wrongfully imprisoned in obtaining mental health services, including services for stress, at an agreed-upon mental health facility at no charge for up to 3 years after release from prison, or if the person wrongfully imprisoned was released from prison before the effective date of the amendatory Act, for up to 3 years after the person informs the Department that he or she seeks the assistance provided for under this provision. Amends the Illinois Public Aid Code. Provides that subject to appropriation, uninsured persons who are not otherwise eligible under the Medical Assistance Article of the Code who: (i) have been wrongfully imprisoned by the State of Illinois or received a pardon from the Governor stating that such pardon was issued on the ground of innocence of the crime for which he or she was imprisoned; and (ii) have been released from prison are eligible for assistance under that Article. Provides that the Department of Healthcare and Family Services shall promulgate specific rules governing eligibility and coverage of this class of persons. Amends the Unified Code of Corrections and the Code of Civil Procedure to make other changes. Effective July 1, 2011.

Amends the Unified Code of Corrections and the Code of Civil Procedure to make other changes. Effective July 1, 2011.

House Floor Amendment No. 3
Changes the definition of "wrongfully imprisoned person" to mean a person who has been discharged from a prison of the State and has received: (1) a pardon from the Governor stating that such pardon is issued on the ground of innocence of the crime for which he or she was imprisoned or (2) a certificate of innocence from the Circuit Court as provided in the Code of Civil Procedure.
