Replaces everything after the enacting clause. Amends the Alzheimer's Special Care Disclosure Act. Provides that under the Act, "facility" includes a facility designated as a supportive living facility under the medical assistance program under the Illinois Public Aid Code. Provides that a facility must disclose certain information to the (instead of a) State agency responsible for licensing or permitting the facility and (instead of or) to a potential or actual client of the facility or such a client's representative. Deletes a provision that such disclosure must be made only on the request of the agency or the client.

Replaces everything after the enacting clause. Amends the Illinois Power Agency Act. Adds petroleum coke as a feedstock for a clean coal SNG facility. Provides that a power of the Illinois Power Agency includes the to manage procurement of substitute natural gas from a facility that meets the criteria specified in specified provisions, on terms and conditions that may be approved by the agency pursuant to specified provisions, to support the operations of State agencies and local governments that agree to such terms and conditions. Provides that this procurement process is not subject to the Procurement Code. Contains provisions concerning the construction of a clean coal synthetic natural gas facility, including the requirements for (1) a facility cost report, (2) reimbursement for the facility cost report, and (3) review of the report by the Agency. Contains prohibitions against certain activities by specified individuals with respect to the procurement process. Contains a nonacceleration clause. Effective immediately.
