Amends the Abuse Prevention Review Team Act. Makes a technical change in a Section concerning the Act's relationship to other Acts.

Replaces everything after the enacting clause. Amends the Nursing Home Care Act and the Criminal Code of 1961. Requires every licensed long term care facility that receives Medicaid funding to prominently display in its lobby, in its dining areas, and on each floor of the facility information approved by the Illinois Medicaid Fraud Control Unit on how to report fraud, abuse, and neglect. Contains provisions concerning abuse and neglect reports of long term care facility residents and penalties for any owner or licensee of a long term care facility who knowingly files or knowingly causes to be filed a document with false information with the Department of Public Health or other specified State agencies. Makes other changes. Effective immediately.

Senate Floor Amendment No. 3
Provides that any person, owner, or licensee who willfully (rather than knowingly) fails to keep and maintain, or willfully (rather than knowingly) fails to produce for inspection, books and records, or willfully (rather than knowingly) fails to make the disclosures required by specified provisions in the Nursing Home Care Act concerning nursing home fraud, abuse, and neglect prevention and reporting, is guilty of a Class A misdemeanor. Expands the definition of "criminal neglect" to include an act whereby a person recklessly performs acts that cause an elderly person's or person with a disability's life to be endangered, health to be injured, or pre-existing physical or mental condition to deteriorate or that create the substantial likelihood that an elderly person's or person with a disability's life will be endangered, health will be injured, or pre-existing physical or mental condition will deteriorate.

Replaces everything after the enacting clause. Amends the Clean Coal FutureGen for Illinois Act. Makes changes to provisions concerning the purpose of the Act and legislative findings. Extends the repeal date of the Act until March 1, 2011 (instead of December 31, 2010). Defines "captured CO2". Makes changes to the definitions of "carbon capture and storage", "FutureGen Alliance", "FutureGen Project", "Mount Simon Formation", "operator", "post-injection", "pre-injection", and "public liability". Replaces definition of "sequestered gas" with the definition of "sequestered CO2". Effective immediately.
