Amends the Illinois Horse Racing Act of 1975. Makes a technical change in a Section concerning the short title.

Replaces everything after the enacting clause. Amends the Illinois Horse Racing Act of 1975. Increases the pari-mutuel tax at a pari-mutuel facility whose license is derived from a track located in a county that borders the Mississippi River and conducted live racing in the previous year from 0.25% of the daily pari-mutuel handle to 0.75% of the daily pari-mutuel handle. Effective immediately.
