Replaces everything after the enacting clause. Creates the Chicago Casino Development Authority Act. Provides for the creation of the Chicago Casino Development Authority, whose duties include promotion and maintenance of a casino. Amends the Illinois Horse Racing Act of 1975 and the Riverboat Gambling Act to authorize electronic gaming at race tracks (and makes conforming changes in various Acts). Further amends the Illinois Horse Racing Act of 1975. Ends the term of current members of the Illinois Racing Board, and makes various changes concerning the criteria for Board members. Contains provisions concerning testing of horses at county fairs, payments from the Horse Racing Fund, and standardbred horses. Further amends the Riverboat Gambling Act. Changes the short title to the Illinois Gambling Act. Adds 3 additional owners licenses, one of which authorizes the conduct of riverboat or land-based gambling in the City of Chicago. Makes changes in provisions concerning the admission tax and privilege tax. Makes other changes. Effective immediately.

In the Horse Racing Act of the 1975, makes changes in the definition of "electronic gaming"; provides that no organization licensees shall be able to receive payments under the recapture provisions beginning on the January 1 first occurring after the earliest date that any organization licensee begins receiving funds from electronic gaming; adds provisions concerning the award of racing dates; allows thoroughbred organization licensees to petition the Illinois Racing Board to conduct quarter horse racing and receive purse grants from the Quarter Horse Purse Fund and gives the Illinois Racing Board complete discretion in distributing the Quarter Horse Purse Fund to the petitioning organization licensees; and makes other changes. In the Riverboat Gambling Act (now the Illinois Gambling Act), makes changes in provisions concerning the duties of the Illinois Gaming Board; makes changes in provisions concerning deposits into the Horse Racing Equity Trust Fund, including providing for $250,000 annually to be distributed to the Quarter Horse Purse Fund; makes changes in language exempting certain owners licensees from admission taxes; and makes other changes.

Adds an additional owners license authorizing the conduct of riverboat gambling in the City of Danville. Requires that the $150,000,000 license fee for the new owners licenses authorizing riverboat gambling be paid in equal annual payments over 10 years. Makes changes in provisions concerning casino operator licenses.

Replaces everything after the enacting clause. Amends the Video Gaming Act. Allows for a credit of one cent. Includes a licensed truck stop establishment in the definition of "terminal operator". Adds references to limited liability companies. Allows for a hardware or software change for the purpose of making a change in the theoretical payback percentage of a video gaming terminal either on site or via the central communications system. Prohibits the central communication system vendor from holding any license issued by the Illinois Gaming Board under the Act. Removes language prohibiting a terminal operator from owning or having a substantial interest in more than 5% of the video gaming terminals licensed in the State. Sets limits on the hours a licensed location may operate video gaming terminals. Makes changes concerning financial interest restrictions, the prohibition on multiple types of licenses, and insurance requirements. Makes other changes. Contains a severability clause. Effective immediately.
