Synopsis As Introduced
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning stolen, converted, recovered, and unclaimed vehicles.

Deletes everything after the enacting clause. Amends the Illinois Vehicle Code. Prohibits a recyclable metal dealer from acquiring or possessing a vehicle, junk vehicle, vehicle cowl, or essential vehicle parts for the purpose of processing them into a form other than a vehicle unless the recyclable metal dealer is also licensed as a scrap processor. Makes various changes regarding: furnishing documentary proof of ownership to a scrap processor; information to be recorded by a scrap processor on a weight ticket or affixed to a weight ticket; maintenance of records by a scrap processor; penalties for failure to record certain information or failure to acquire and maintain documentary proof of ownership; affirmative defenses; admissibility of evidence; disposition of essential parts; and other matters. Provides that a scrap processor who finds a nonconforming vehicle identification number on documentary proof of ownership of a vehicle, junk vehicle, or vehicle cowl provided by a person attempting to dispose of the item shall report the offense to the Secretary of State, and provides for penalties for violations. Prohibits scrap processors from using the Secretary of State Uniform Invoice for any purpose under the Dealers, Transporters, Wreckers and Rebuilders Chapter of the Code, and provides for penalties for violations. Effective immediately.

Replaces everything after the enacting clause. Amends the Regional Transportation Authority Act. Provides that, beginning in 2010, the amount deposited into the ADA Paratransit Fund from the proceeds of the sales tax imposed by the Regional Transportation Authority shall be (i) the sum of the amount estimated by the Board of the Authority as the operating deficit for ADA paratransit services plus 10% of that amount as a reserve, plus (ii) any amounts necessary to pay principal of and interest on Working Cash Notes issued to fund cash flow deficits of the Suburban Bus Board in the provision of ADA paratransit service, less (iii) the amount estimated by the Board to be the surplus in the ADA Paratransit Fund from the previous year. Provides that the Authority may not at any time issue, sell, or deliver any Working Cash Notes that will cause it to have more than $400,000,000 issued and outstanding at any time. Provides that the Executive Director of the Authority may authorize the issuance of Working Cash Notes to fund the operating deficit for the provision of ADA paratransit services if the Director determines that amounts on deposit in the ADA Paratransit Fund are insufficient to fund that deficit. Provides that the Board of the Authority may reject the issuance of those Working Cash Notes by a vote of 12 of its members. Effective immediately.

Replaces everything after the enacting clause. Amends the Department of Transportation Law and the Regional Transportation Authority Act to authorize grants to the RTA in fiscal year 2010 of $8,500,000 and in 2011 in the amount of the shortfall, but not to exceed $10,000,000, for deposit into the ADA Paratransit Fund to be used for payment to the Suburban Bus Board to provide ADA paratransit service. Amends the Downstate Public Transportation Act, Metropolitan Transit Authority Act, Local Mass Transit District Act, and Regional Transportation Authority Act. Requires that seniors must be aged 65 or older, as well as eligible for benefits under the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act, to receive free service. Provides that the requirement must be imposed beginning March 1, 2010. Provides that the Department of Aging shall furnish all information necessary to establish eligibility for free service. Provides that service boards may not increase fares or charges in 2010 or 2011. Effective immediately.
