Synopsis As Introduced
Amends the Military Leave of Absence Act. Requires that a full-time employee of the State, a unit of local government, or a school district who is a member of a reserve component of the U.S. Armed Forces or the Illinois State Militia must be given a leave of absence for any training or duty required by the U.S. Armed Forces not otherwise covered by the Act. If the employee's military pay for that training or duty is less than his or her compensation from the public employer, requires that during the leave the employee receive his or her public employment compensation, minus the amount of the military pay.

Replaces everything after the enacting clause. Creates the Officials and Employees Termination Act of 2009. Provides for the termination of certain designated officials and employees, by operation of law. Defines terms. Amends other Acts to make conforming changes. Amends the State Officials and Employees Ethics Act to provide for staggered 5-year terms of the commissioners of the Executive Ethics Commission appointed by the Governor and to add provisions concerning Rutan and double-exempt employee lists and job qualifications. Amends the Executive Reorganization Implementation Act, the Illinois Lottery Law, the Illinois Horse Racing Act of 1975, the Riverboat Gambling Act, and the Liquor Control Act of 1934 to provide for the separation of the Department of the Lottery, the Illinois Racing Board, the Illinois Gaming Board, and the Liquor Control Commission from the Department of Revenue. Amends the School Code to provide for staggered 5-year terms of the members of the State Board of Education and concerning appointment of the State Superintendent of Education. Repeals the Illinois Global Partnership Act and amends other Acts to make corresponding changes. Amends various Acts concerning quorum and vote requirements. Effective immediately.
