Synopsis As Introduced
Amends the School Code. Requires the State Board of Education to adopt rules to provide standards for the certification of marital and family therapists employed by school boards. Provides that these rules shall include certification requirements to be met by (i) licensure as a marital and family therapist under the Marriage and Family Therapy Licensing Act and (ii) such other experience as the State Board deems appropriate for the position of marital and family therapist in a school system. Effective immediately.

House Committee Amendment No. 1
Provides that the State Board of Education shall initiate rulemaking (instead of adopt rules) to provide standards for certification. Requires licensure as a marital and family therapist and completion of such other experience and other programmatic requirements (instead of licensure and such other experience) as the State Board deems appropriate for the position.

Governor Amendatory Veto Message
Recommends: that the State Board of Education convene a task force of no less than 5 members appointed by the State Superintendent of Education (rather than initiate rulemaking) to develop standards for the certification of marital and family therapists employed by school boards; and that the task force review certification requirements for marital and family therapists employed by school boards.
