Synopsis As Introduced
Amends the Illinois Municipal Code with respect to the "Business District Development and Redevelopment Law". Authorizes the issuance of bonds without referendum. Specifies notice requirements for a public hearing on a proposed business district plan. Sets forth the procedure for amending a business district plan. Specifies the requirements for a municipality to issue bonds for the payment or reimbursement of business district project costs. Makes numerous other changes. Provides that changes to the Law apply only to new business districts, unless an existing district is conformed by ordinance. Effective immediately.

Senate Floor Amendment No. 1
Further amends the Illinois Municipal Code. Deletes provisions requiring the approval of the corporate authorities of the municipality for a business district commission to exercise specified powers. Provides that a business district commission "may" have the power to hold specified public hearings and to make recommendations to the corporate authorities of a municipality.

Deletes everything after the enacting clause. Amends the Metropolitan Water Reclamation District Act. Provides that a limitation on the bond amount that may be issued during any one budget year does not include "Build America Bonds" issued as part of the American Recovery and Reinvestment Act of 2009 that are issued prior to January 1, 2011. Effective immediately.
