Synopsis As Introduced
Creates the Public Service Accountability Act. Specifies the conditions under which a State executive branch agency may enter into a contract with a private entity for the performance of services currently performed by public employees.

Senate Floor Amendment No. 1
Deletes everything after the enacting clause. Reinserts the bill with the following changes: Replaces references to "contract" and "third-party contractor" with references to "third-party contract" and "private contractor", respectively. Removes governmental entities (at any level) that may enter into a contract under the Act as a private contractor. Specifies that the Act does not apply to (i) current State contracts with private contractors, (ii) contracts for services substantially similar to those currently or previously provided to the State agency by a private contractor, or (iii) contracts for professional services.

Senate Floor Amendment No. 2
Includes information technology contracts among those professional service contracts that are excluded from the definition of a "third-party contract".

Deletes everything after the enacting clause. Amends the State Officials and Employees Ethics Act. Requires that the annual ethics training program be designed, at a minimum, to ensure comprehension of the Act. Requires State officers, members, and employees to complete initial ethics training within one month (now, 6 months) after commencement of State service. Upon completing initial or subsequent ethics training, requires that the person submit to his or her ethics officer a signed certificate of completion. Effective immediately.

Deletes everything after the enacting clause. Creates the Gubernatorial Boards and Commissions Act. Establishes ethics requirements and restrictions for current and prospective members of boards and commissions appointed by the Governor. Requires the Governor's office of Boards and Commissions to establish and maintain an Internet database of information concerning board and commission membership. Requires each board and commission with a website and full-time information technology staff to make minutes, recordings, dates, and agendas of its meetings available on its website. Amends the Illinois Governmental Ethics Act. Requires appointees to certain gubernatorial boards and commissions to file statements of economic interests. Effective immediately.
