Amends the Design-Build Procurement Act. Eliminates the Act's July 1, 2009 repeal provision. Effective immediately.

Senate Floor Amendment No. 1

	Adds reference to:

Deletes everything after the enacting clause. Amends the Design-Build Procurement Act. Requires that a proposal include proposed compliance with the Business Enterprise for Minorities, Females, and Persons with Disabilities Act in both the design and construction areas of performance. Eliminates the Act's July 1, 2009 repeal provision. Effective immediately.

Replaces everything after the enacting clause. Amends the General Obligation Bond Act and the Build Illinois Bond Act. Increases authority for general obligation refunding bonds by $2,000,000,000. Provides that bonds sold during fiscal year 2009, 2010, or 2011 are not subject to specified maturity requirements. Effective immediately.
