Replaces everything after the enacting clause with provisions amending the Mobile Home Landlord and Tenant Rights Act. Provides a definition of mobile home owner. Provides that a park owner who ceases the operation of all or part of a mobile home park shall pay to each owner of an affected mobile home that is occupied by the owner or by an owner's family member, at the mobile home owner's election, either: (1) the relocation costs (costs of moving the home to a location within a 100 miles of the park, reconnecting the hook-ups, and suitable lodging during the move) or (2) the mobile home's appraised value determined by an independent appraiser. Provides that the amount of the appraised value of the mobile home shall not be less than $9,000 and that $9,000 figure shall be adjusted every 3 years, beginning January 1, 2013, by the percentage change, since the figure was last set or adjusted, in the Consumer Price Index for All Urban Consumers. Provides that a mobile home owner is not entitled to relocation costs when: the park owner pays to move the home to another space in the park or to another park; the mobile home owner is vacating the premises and informed the park owner before the owner's notice was given; or the mobile home owner is being evicted for nonpayment of lot rent. Provides that the total amount paid by the park owner shall not exceed 40 percent of the sale price of the mobile home park or, if none, the park's assessed value. Provides that if this restriction reduces the amount available for relocation expenses, the payments to the mobile home owners shall be prorated. Provides that if the cessation of the mobile home park requires a zoning change, the park owner must mail a notice of the zoning hearing to the park residents at least 10 days before the hearing. Contains legislative findings. Provides that no mobile home park owner shall finally accept any offer for the sale, lease, or transfer of a mobile home park without first giving 60 days' notice to each tenant and to the Illinois Department of Public Health. Provides that, during the notice period, the park owner shall consider any offer received from the tenants or a tenants' association and negotiate in good faith with the tenants concerning a potential purchase or lease. Contains provisions regarding: offers to purchase or lease the mobile home park; notice contents and requirements; furnishing a tenant's representative, upon request, with a copy of a written offer and other documents; exceptions to the notice requirements; required contents of leases; and other matters. Contains severability provisions.

Replaces everything after the enacting clause. Amends the Mobile Home Landlord and Tenant Rights Act. Creates a Mobile and Manufactured Home Relocation Commission to study the process and procedure by which a mobile or manufactured home located in a mobile or manufactured home park that is closing is relocated. Provides that the Department of Public Health shall provide administrative support to the Commission. Sets forth the membership and duties of the Commission. Provides that the Commission shall report to the General Assembly on its results and progress on or before January 1, 2010. Contains a March 1, 2010 repeal date. Effective immediately.

Governor Amendatory Veto Message
Recommends: that the Commission on Government Forecasting and Accountability (rather than the the Department of Public Health) provide administrative support to the Commission; that the Commission include 5 members appointed by the Governor after considering recommendations from organizations primarily representing the interests of park owners, mobile and manufactured home retailers, and mobile and manufactured home owners (and that language providing for the appointment of 4 representatives of certain organizations be deleted); that the Commission submit its report by March 1, 2010 (instead of January 1, 2010) and that the report be submitted to the Governor and the General Assembly (rather than to the General Assembly); and that the provisions creating the Commission be repealed on May 1, 2010 (rather than March 1, 2010).
