Synopsis As Introduced
Amends the Emergency Medical Services (EMS) Systems Act. Provides for licensure of stretcher van providers by the Department of Public Health. Provides that a stretcher van provider may provide transport of a passenger on a stretcher, provided the passenger needs no medical equipment, medical monitoring, or medical observation. Provides that a stretcher van provider may not provide transport of a passenger if the passenger is acutely ill, wounded, or medically unstable or meets certain other conditions. Sets forth the Department's responsibilities in connection with licensure of stretcher van providers. Effective immediately.

Senate Committee Amendment No. 1
Provides that a stretcher van provider may not transport a passenger who was moved from one environment where 24-hour medical monitoring or medical observation will take place by certified or licensed nursing personnel (including a hospital or nursing home) to another such environment (instead of a passenger who was discharged from a hospital and admitted to another facility where 24-hour monitoring will take place by certified or licensed nursing personnel).

Replaces everything after the enacting clause. Amends the Emergency Medical Services (EMS) Systems Act. Makes a technical change in a Section concerning the short title.

If and only if House Bill 2424 of the 96th General Assembly becomes law, (i) repeals a provision of the Public Utilities Act concerning stimulus-funded broadband network providers and (ii) amends the Park and Recreational Facility Construction Act to include downstate forest preserve districts that maintain a zoological park. Effective immediately.
