Synopsis As Introduced
Amends the Illinois Public Aid Code. Provides that a disease management pilot project undertaken by the Department of Healthcare and Family Services shall include a study of patient outcomes for patients at risk of low birth weight or premature birth. Provides that low birth weight and premature birth include all medical and other conditions that lead to poor birth outcomes or problematic pregnancies. Effective immediately.

Further amends the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services shall integrate into its data warehouse data collected and housed at the Illinois Department of Public Health and the Illinois Department of Human Services that pertains to maternal and child health, and sets forth data sets that must be included. Provides that the Departments shall cross-train personnel in the operation of the data warehouse so that all 3 agencies collaborate in utilizing this data warehouse to improve maternal and child health outcomes, and in particular improve birth outcomes, and to reduce racial health disparities in this area.

House Floor Amendment No. 2
Replaces the bill's amendatory changes concerning the Department of Healthcare and Family Services' data warehouse. Provides that the Department of Healthcare and Family Services (HFS), the Illinois Department of Public Health, the Illinois Department of Human Services, and the Division of Specialized Care for Children, University of Illinois at Chicago, with necessary support from the Department of Central Management Services, shall integrate into the medical data warehouse individual record level data owned by one of these agencies that pertains to maternal and child health, including certain specified data sets (instead of providing that the Department of Healthcare and Family Services shall integrate into its data warehouse data collected and housed at the Illinois Department of Public Health and the Illinois Department of Human Services that pertains to maternal and child health, including, but not limited to, certain specified data sets). Sets forth deadlines for: preparing a work plan for fully integrating data sets into the medical data warehouse; granting access to vital records data; preparation of a report; loading of data sets into the medical data warehouse; processing data; and submission of reports. Provides for adding data from additional sources. Provides that the departments shall use analysis of the data in the medical data warehouse to improve maternal and child health outcomes, and in particular improve birth outcomes, and to reduce racial health disparities in this area. Provides for confidentiality and use restrictions. Makes other changes.

Governor Amendatory Veto Message
Recommends: making the integratation of individual record level data petaining to maternal and child health into the medical data warehouse subject to appropriation; deleting language providing that the Department of Public Health shall grant to the Department of Healthcare and Family Services complete access to all vital records data and adding language providing that the Department of Public Health shall provide to the Department of Healthcare and Family Services for storage in the medical data warehouse births, birth outcomes and deaths data from the Department of Public Health vital records system as permitted by law, regulations, and mandates; deleting language requiring a report to be submitted to the Commission on Government Forecasting and Accountability by October 15, 2009 and adding language requiring a report to be submitted to the Governor and to the General Assembly as soon as practicable; requiring the Department of Healthcare and Family Services to collaborate with the Department of Public Health, the Department of Human Services, and the Division of Specialized Care for Children in developing measures to ensure that the interplay of data sets contributed to the data warehouse does not lead to the use or release of data from the data warehouse that would not otherwise be subject to use or release under law; and adding language authorizing the Department of Public Health to modify deadlines if appropriations are insufficient.
