Synopsis As Introduced
Amends the Legislative Commission Reorganization Act of 1984. Requires the Legislative Research Unit, by March 20 of each year, to prepare and file a report listing any statutes or State programs or portions of statutes or programs that are obsolete, unnecessary due to technology or life style changes, or duplicative of other State or federal statutes or programs. The report must also include (i) an explanation of why all or part of the statute or program is obsolete, unnecessary, or duplicative and (ii) a timetable for repeal of all or part of the statute or program. The report also must identify the status of any statutes or programs identified in the prior year's report. The report must be filed with the Clerk of the House, the Secretary of the Senate, and the Legislative Reference Bureau and also with the Office of the Governor for distribution to affected State agencies. Effective immediately.

Deletes everything after the enacting clause. Creates the Joint Committee on Obsolete Laws and Programs Act. Establishes a legislative committee appointed by the 4 legislative leaders to report to the General Assembly and the Governor on State statutes and programs that are obsolete, unnecessary due to technology or life style changes, or duplicative of federal or other State statutes or programs. Requires the report by March 20, 2010. Repeals the Act April 1, 2010. Effective immediately.
