Replaces everything after the enacting clause. Creates the FY2010 Budget Implementation Act. Makes changes in various Acts to implement the Governor's FY2010 budget recommendations. Effective immediately.

Amends the Department of Natural Resources (Conservation) Law to provide that the Department's agreements with the U.S. government may include general indemnification provisions. In the State Finance Act, provides for a transfer each fiscal year from the General Revenue Fund to the University of Illinois Hospital Services Fund of $30,000,000 (instead of an amount which, when added to the balance in the University of Illinois Hospital Services Fund on July 1 of that fiscal year, equals $24,000,000).
