Synopsis As Introduced
Amends the Carrier, Racing, Hobby, and Show Pigeon Act of 1993. Provides that a county may prohibit or regulate the housing and keeping of any pigeons. Provides that a municipality may regulate, but not prohibit, the orderly keeping of carrier, racing, hobby, and show pigeons. Provides that a municipality may prohibit or regulate the housing and keeping of any pigeons other than carrier, racing, hobby, or show pigeons. (Now, the Act provides that neither a municipality located in a county with fewer than 3,000,000 inhabitants nor a county may enact an ordinance which prohibits the orderly keeping of carrier pigeons, hobby, or show pigeons, except that any municipality located within a county having 3,000,000 or more inhabitants may enact an ordinance to prohibit or regulate the orderly keeping of carrier, racing, hobby, or show pigeons.) Effective immediately.

Senate Floor Amendment No. 1
Deletes everything after the enacting clause. Amends the Carrier, Racing, Hobby, and Show Pigeon Act of 1993. Provides that a municipality may enact an ordinance to prohibit or regulate the orderly keeping of carrier, racing, hobby, or show pigeons (now, a municipality located in a county with fewer than 3,000,000 inhabitants or a county shall not enact an ordinance which prohibits the orderly keeping of carrier pigeons, hobby, or show pigeons, but a municipality located within a county having 3,000,000 or more inhabitants may enact an ordinance to prohibit or regulate the orderly keeping of carrier, racing, hobby, or show pigeons). Provides that a county shall not enact an ordinance which prohibits or regulates the orderly keeping of carrier pigeons, hobby, or show pigeons. Effective immediately.

House Floor Amendment No. 1
Deletes everything after the enacting clause. Amends the Carrier, Racing, Hobby, and Show Pigeon Act of 1993. Provides that a municipality located in a county having fewer than 3,000,000 inhabitants or a county shall not enact an ordinance to prohibit (now, which prohibits) the orderly keeping of carrier, racing, hobby, or show pigeons. Provides that a municipality located in a county having fewer than 3,000,000 inhabitants may enact an ordinance to regulate, but not prohibit, the orderly keeping of carrier, racing, hobby, or show pigeons. Makes other technical changes. Effective immediately.
