Synopsis As Introduced
Amends the Illinois Pension Code. Requires that every retirement system, pension fund or other system or fund established under the Code indemnify and protect the trustees, staff, and consultants against all damage claims and suits when damages are sought for negligent or wrongful acts alleged to have been committed in the scope of employment or under the direction of the trustees (indemnification was discretionary). Provides that a retirement system's, pension fund's, or investment board's goals for the management of assets in specific asset classes by emerging investment managers shall be based on the percentage of total dollar amount of assets to be managed for investment service contracts (rather than the percentage of total dollar amount of investment service contracts) let to minority owned businesses, female owned businesses, and businesses owned by a person with a disability. In provisions concerning prohibition on gifts, provides that solicitation or acceptance of costs associated with educational purposes is not prohibited. Effective immediately.

Replaces everything after the enacting clause. Amends the Illinois Pension Code. Requires every retirement system, pension fund, or other system or fund established under the Code, other than a State-funded retirement system or the State or the Illinois State Board of Investment, to indemnify and protect the trustees against all damage claims and suits, and makes indemnification discretionary for trustees of the State-funded retirement systems, for members of the Illinois State Board of Investment, and for staff and consultants of every retirement system, pension fund, or other system or fund established under the Code. Effective immediately.

Replaces everything after the enacting clause. Amends the State Employees Group Insurance Act of 1971. Redefines "dependent" (i) to include (rather than exclude) eligible children who are married, (ii) to include all children under age 26 (rather than only children under age 19 and certain older students and members of the armed forces), (iii) to include adjudicated children, (iv) to exclude recognized children who live with the member in a parent-child relationship, and (v) to include children age 19 or over who are mentally or physically disabled from a cause originating before the age of 19 (age 26 if enrolled as adult child). Makes similar changes to the definitions of "TRS benefit recipient" and "community college dependent beneficiary" and allows stepchildren to be recognized as members of those classes of persons. Deletes the definition of "military leave without pay and benefits". Changes the definition of "military leave with pay and benefits" to "military leave". Provides that "military leave" includes, among other things, any training or duty in service to the United States Armed Forces. Makes corresponding changes throughout the remainder of the Act. Removes a provision that authorized members on military leave with pay and benefits and military leave without pay and benefits to continue coverage for up to 4 years by making certain payments. Effective immediately.
