Synopsis As Introduced
Amends the Downstate Teacher Article of the Illinois Pension Code. Includes within the definition of "salary" any stipend awarded to a National Board Certified teacher (regardless of whether the teacher actually receives the stipend or the stipend is prorated due to budgetary reasons). Effective immediately.

Adds reference to:
40 ILCS 5/16-101from Ch. 108 1/2, par. 16-101

Replaces everything after the enacting clause. Amends the Illinois Pension Code. Makes a technical change in a Section concerning downstate teachers.

Senate Floor Amendment No. 2
Deletes reference to:
40 ILCS 5/16-101
Adds reference to:
40 ILCS 5/16-121.1 new

Replaces everything after the enacting clause. Amends the Downstate Teachers Article of the Illinois Pension Code. Allows a participant to establish earnings credit for moneys that would have otherwise been received for being a National Board Certified Teacher had appropriations been available on or after January 1, 2010 and ending on or before June 30, 2010. Provides that in no case shall the earnings credit be greater than $3,500. Effective immediately.

Senate Floor Amendment No. 3
Provides that the interest shall be from the date of the receipt of any salary (rather than stipend) associated with being a National Board Certified Teacher. Provides for the credit for moneys that would have otherwise been received for being a National Board Certified Teacher had appropriations been available on or after January 1, 2010 and ending on or before June 30, 2011 (rather than on or before June 30, 2010).
