Synopsis As Introduced
Creates the High-Speed Rail Authority Act. Contains only a short title provision.

Senate Committee Amendment No. 2
Adds reference to:
605 ILCS 10/16.3

Deletes everything after the enacting clause. Creates the High-Speed Rail Authority Act. Provides for the establishment of the High-Speed Rail Authority. Provides that the High-Speed Rail Authority shall be governed by a 9-member board appointed by the Governor. Sets forth the powers of the High-Speed Rail Authority. Authorizes the High-Speed Rail Authority to enter into intergovernmental agreements to build tracks for the State's high-speed rail network. Provides that the Illinois State Toll Highway Authority must provide support to the High-Speed Rail Authority including without limitation financing expertise, engineering expertise, procurement expertise, and personnel management. Provides that the Illinois Power Agency must procure electric power for the High-Speed Rail Authority at the lowest possible cost. Contains other provisions. Amends the Toll Highway Act to make conforming changes. Effective immediately.

Senate Floor Amendment No. 4
Deletes reference to:
605 ILCS 10/16.3

Replaces everything after the enacting clause. Creates the Illinois and Midwest High-Speed Rail Commission Act. Provides that the Illinois and Midwest High-Speed Rail Commission shall be composed of 15 members. Contains provisions on Commission meetings and reporting requirements. Provides that the Commission must prepare and issue a report recommending the best governmental structure for a public-private partnership to design, build, operate, maintain, and finance a high-speed rail system for the State. Repeals the Act on January 1, 2014. Effective immediately.

House Committee Amendment No. 1
Replaces everything after the enacting clause. Reinserts the provisions of the engrossed bill with changes. Provides that the Illinois and Midwest High-Speed Rail Commission shall be composed of 19 members (instead of 15 members). Provides that the Speaker of the House of Representatives, the Minority Leader of the House of Representatives, the President of the Senate, and the Minority Leader of the Senate shall each appoint one of the 4 additional members of the Commission. Provides that the Illinois and Midwest High-Speed Rail Commission's report concerning the best governmental structure for a public-private partnership to design, build, operate, maintain, and finance a high-speed rail system for Illinois and the Midwest must be issued by September 20, 2011. Requires that the follow-up report be issued by August 1, 2012. Effective immediately.
