Synopsis As Introduced
Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Requires an applicant for licensure as a locksmith agency to provide certain specified information to the Department. Requires a licensee who provides locksmith services to document certain information on the work order provided to the customer. Sets forth provisions concerning the address of record, additional grounds for discipline, physical or mental examinations, consent orders, restoration of licenses after disciplinary proceedings, administrative reviews, subpoenas, compelling testimony, powers and duties of the Department, fees, rosters, and the Illinois Administrative Procedure Act. Defines "address of record", "applicant", and "licensee". Makes other changes. Effective immediately.

Deletes everything after the enacting clause and reinserts the bill as introduced, with the following changes: removes language providing that the locksmith agency's business address shall be non-residential; provides that the Department may approve of an out-of-state business location if it is not over 50 miles in distance from the borders of the State; requires that a locksmith or locksmith agency shall maintain its records at the business address provided to the Department; replaces references to "work order form" with "work order form, invoice, or receipt"; changes reference from "practices of private detection, private alarm contracting, private security contracting, or locksmithing" to "practices of private detectives, private alarm contractors, private security contractors, or locksmiths"; provides that the initial appointment of a fingerprint vendor to the Board shall be a fingerprint vendor with experience in the fingerprint industry that is acceptable the Department (instead of a licensed fingerprint vendor); sets forth provisions concerning advertising; provides that the holder of a permanent employee registration card is prohibited from performing the activities of a fingerprint vendor, locksmith, private alarm contractor, private detective, or private security contractor without being employed by an agency licensed under the Act; removes as grounds for discipline taking undue advantage of a client or clients that amounts to the perpetration of fraud; and makes other changes. Effective immediately.

Replaces everything after the enacting clause. Creates the Fire Equipment Distributor and Employee Regulation Act of 2011. Regulates fire equipment distributors and fire equipment employees through licensure requirements. Provides for enforcement of the Act by the Office of the State Fire Marshal. Amends the Regulatory Sunset Act to repeal the new Fire Equipment Distributor and Employee Regulation Act of 2011 on January 1, 2013. Effective immediately.
