Synopsis As Introduced
Amends the Fire Protection District Act. Provides that a fire protection district may post electronically in a manner that is accessible to the general public ordinances imposing any penalty or making any appropriation instead of publishing the ordinances in a newspaper. Effective immediately.

Senate Committee Amendment No. 1
Further amends the Fire Protection District Act. Requires that a fire protection district that posts notice electronically must also post the notice in at least one public place within the fire protection district.

Senate Floor Amendment No. 3
Replaces everything after the enacting clause. Amends the Fire Protection District Act. Provides that a fire protection district may post ordinances imposing any penalty or making any appropriation electronically on specified websites. Requires that a fire protection district that posts notice electronically also post the notice in at least one public place within the fire protection district and publish the website address where the ordinance can be found at least once in a specified newspaper. Effective immediately.

Replaces everything after the enacting clause. Amends the Regional Transportation Authority Act. Causes the term of office of the current chairperson of the Regional Transportation Authority to end on the effective date of the amendatory Act. Provides that the Governor, with the advice and consent of the Senate, shall appoint the chairperson of the Regional Transportation Authority. Provides that the Commuter Rail Board must ensure that all trains under its supervision that are used for public transport have (i) at least one automated external defibrillator on board and (ii) the capacity to provide wireless internet service to passengers. Provides that the requirements must be imposed no later than one year after the effective date of the amendatory Act. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

 Pension Note, House Floor Amendment No. 3 (Government Forecasting & Accountability)
 SB 3336 (H-AM 3) will not impact any public pension fund or retirement system in Illinois.

 Passage of this legislation will cause no fiscal impact to the Illinois Department of Transportation.

 This bill creates a non reimbursable State Mandate.

 Home Rule Note, House Floor Amendment No. 3 (Dept. of Commerce & Economic Opportunity)
