Synopsis As Introduced
Amends the Budget Stabilization Act. Provides that, beginning in fiscal year 2011, when the increase in the Employment Cost Index, as determined by the Bureau of Labor Statistics of the U.S. Department of Labor, for the previous fiscal year exceeds 2%, the Comptroller shall transfer into the Pension Stabilization Fund from the General Revenue Fund, on at least a monthly basis, an amount equal to the amount of general funds revenues exceeding 102% of the prior fiscal year's general funds revenues for the purpose of making payments to the designated retirement systems. Effective July 1, 2010.

Replaces everything after the enacting clause. Creates the Private Activity Bond Approval Act. Defines "host approval". Requires that a facility proposed to be financed with bonds issued by an issuer that does not have jurisdiction over the location of the facility must receive the prior approval of the Governor. Provides that the Governor must receive certain items and information before granting approval. Provides that the governmental unit in which the facility is proposed to be located may, upon the written approval of the Governor, grant host approval in its discretion. Effective January 1, 2011.
