| AMENDMENT TO HOUSE BILL 35

| AMENDMENT NO. ______. Amend House Bill 35 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The Department of Central Management Services |
| 5 |
| Law of the
Civil Administrative Code of Illinois is amended by |
| 6 |
| adding Section 405-335 as follows:
|

| (20 ILCS 405/405-335 new) |
| 8 |
| Sec. 405-335. Illinois Transparency and Accountability |
| 9 |
| Portal (ITAC). Within 12 months after the effective date of |
| 10 |
| this amendatory Act of the 96th General Assembly, to establish |
| 11 |
| and maintain a website, known as the Illinois Transparency and |
| 12 |
| Accountability Portal (ITAC), with a full-time webmaster. The |
| 13 |
| website shall provide direct access to each of the following: |
| 14 |
| (1) A database of all current State employees and |
| 15 |
| individual consultants, sorted separately by name, agency, and |
| 16 |
| position title, listing for each their current pay rate and |

| year-to-date pay. The database shall not include sworn law |
| 2 |
| enforcement officers. |
| 3 |
| (2) A database of all current State expenditures, sorted |
| 4 |
| separately by agency, category, customer, and Representative |
| 5 |
| District. |
| 6 |
| (3) A database of all current State tax credits, sorted |
| 7 |
| separately by tax credit category, customer, and |
| 8 |
| Representative District. |
| 9 |
| (4) A database of all revocations and suspensions of State |
| 10 |
| occupation and use tax certificates of registration and all |
| 11 |
| revocations and suspensions of State professional licenses, |
| 12 |
| sorted separately by name, geographic location, and |
| 13 |
| certificate of registration number or license number, as |
| 14 |
| applicable. Professional license revocations and suspensions |
| 15 |
| shall be posted only if resulting from a failure to pay taxes, |
| 16 |
| license fees, or child support. |
| 17 |
| (5) A database of all current State contracts, sorted |
| 18 |
| separately by contractor name, awarding officer or agency, |
| 19 |
| contract value, and goods or services provided. |
| 20 |
| Each State agency shall cooperate with the Department in |
| 21 |
| furnishing the information necessary for the implementation of |
| 22 |
| this Section within a timeframe specified by the Department.

| 23 |
| Section 99. Effective date. This Act takes effect January |
| 24 |
| 1, 2010.".
