Amends the Higher Education Student Assistance Act. Subject to appropriation, requires the Illinois Student Assistance Commission to award grants to eligible students who are participants in the Clinical Center Achieve Program at Southern Illinois University at Carbondale. Provides that the Commission shall award grants to student participants based on a needs-based formula, as determined by the Commission, with the amount of the grant equal to the amount of fees charged the student as a participant of the program. Effective July 1, 2009.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Higher Education Student Assistance Act is |
5 |
| amended by adding Section 65.85 as follows: |
6 |
| (110 ILCS 947/65.85 new) |

| Sec. 65.85. Southern Illinois University's Achieve |
8 |
| Program; grants to participants. Subject to appropriation, the |
9 |
| Commission shall award grants to eligible students who are |
10 |
| participants in the Clinical Center Achieve Program at Southern |
11 |
| Illinois University at Carbondale. The Commission shall award |
12 |
| grants to student participants based on a needs-based formula, |
13 |
| as determined by the Commission. The amount of the grant shall |
14 |
| equal the amount of fees charged the student as a participant |
15 |
| of the program. Grant funds shall be paid directly to Southern |
16 |
| Illinois University.

| Section 99. Effective date. This Act takes effect July 1, |
18 |
| 2009.
